Partner Matthew Chapman Named to Statewide Gaming Regulatory Body by West Virginia Governor

Wheeling, West Virginia (June 29, 2026) –  Rawle & Henderson LLP is pleased to announce that Partner Matthew G. Chapman has been appointed by the Governor of West Virginia, Patrick Morrisey, to serve on the West Virginia Lottery Commission. The Commission oversees and regulates all traditional lotteries, casinos, racetrack video lottery, limited video lottery, and interactive sports wagering in the state, and is headquartered in Charleston. It assists the Lottery Director and is charged with maintaining security and integrity throughout West Virginia’s gaming industry.

Chapman is a Partner in Rawle & Henderson’s Wheeling, West Virginia office, where he focuses his practice on environmental, mass and toxic torts, product liability, commercial motor vehicle, construction, insurance coverage, and employment relations. He is admitted to practice in West Virginia, Ohio, and Pennsylvania, as well as in the U.S. District Courts for the Northern and Southern Districts of West Virginia, the Western District of Pennsylvania, and the Southern District of Ohio.

Chapman has a long history of public service in West Virginia. He was previously appointed by the Governor to the West Virginia State Elections Commission in 2018, becoming its Chairman in 2021, a role he continues to hold. He also serves on the Board of Directors of the West Virginia Route 2/I-68 Authority following an appointment by the Ohio County Commission in 2019.

Chapman has been recognized as a Super Lawyers Rising Star by Thomson Reuters every year from 2018 through 2024. Only 2.5% of eligible attorneys nationwide receive this distinction, which recognizes outstanding lawyers under the age of 40.
